a) For quick and accurate transmission of the Tidal Wave Warning from the MA to municipalities via prefectural governments, the government will take measures to decrease the number of relay stations. The MA, prefectural governments, press and other organizations shall promote the construction of on-line communication systems and consider measures to make optimum use of simultaneous information from stationary weather satellites.
b) In principle, the National Police Agency shall transmit the warning to the municipalities through local police stations.
c) To ensure transmission of the warning on holidays, at night or during rest periods, organizations concerned shall strengthen their anti-disaster systems, including raising of staff levels.
(3) Maintenance of communication systems
The government and other organizations shall diversify and secure means of communication for wide-area and accurate transmission of the warning.
a) The government and other organizations shall advise people to carry a radio when they go to the seashore in order to catch Tidal Wave Warnings, evacuation orders and other information.
b) The government and other organizations shall work to spread the Emergency Warning Broadcast System, which picks up a special signal to switch on TVs and radios automatically in order to deliver warnings including the Tidal Wave Warning.
c) The government and other organizations shall promote the establishment of municipal disaster prevention administration radio networks (simultaneous radio systems) as measures for transmission of the Tidal Wave Warning or other warning to residents, and shall also extend the area in which the warning can be received in the coastal area, using various measures including sirens and bells.
d) In order to collect and transmit disaster information such as the Tidal Wave Warning to each other speedily and accurately, the government and other organizations shall continue to go ahead with the establishment of:
- Prefectural disaster-prevention administration radio networks
- Municipal disaster-prevention administration radio networks (Mobile Radio System, Regional Disaster-Prevention Radio System).
